Swim Rafts May NOT Need to be Registered

It's starting to look like Barrett has his own agenda. I don't think he will make himself popular writing his own regulations after they have been voted down by the legislature.

Seems reasonable to me (esp if there is no fee involved). Similar to what is required of bob houses.

Mooring ball rationale
Seems to me that if you think permits for mooring balls are necessary then permits for swim rafts, at least on Winni, follow the same reasoning.

Mooring permits are only required on the 6 largest lakes. There are hundreds of NH lakes where you can put in a mooring without a permit. However swim raft permits are now required on ALL NH lakes.
And it is free this year because the stickers are not available yet. Do you think this will really stay free? If they don't have the money to enforce a speed limit on one lake, how will they enforce thousands of rafts on hundreds of lakes if the permits and stickers are free? And what budget does the extra labor, printings and mailings come from. TANSTAAFL |
One online news article said there may be as many as 20,000 swim rafts in New Hampshire. How many Marine Patrol officers need to be taken off safety patrols just to read and process all those applications. If they process one application every ten minutes that is 2 full time people working all year.
David Barrett says this is application and permit is necessary to get peoples names and addresses on the swim rafts in case they break free. If that's the problem why not just require the id's on the rafts. That would cost almost nothing and require no labor. This is only about MONEY. If they charge the same as moorings next then its 20,000 x 25 = $500,000.00 half a million dollars a year for something the legislature has rejected TWICE. |
