Simple rule. People swimming near your boat and especially when they are attempting to board means engine is off, no exceptions.

I take it one step further: I remove the key from the ignition, hold it up, and announce, "The key is out of the ignition". I then put the key on the dashboard (NOT back in the ignition).

Before putting the key back in the ignition, I announce that I am about to put the key in the ignition and start the engine. This gives anyone a chance to say, "Wait, Mark Spitz is still in the water".
