Isn't this the home that was involved in a lawsuit with the town over improvements?

Per the Union Leader article, the owner and the state came to a settlement that allows the home to stay as is and he had to pay some significant fines. IMHO, the before and after photo in the article showed the house and property looking significantly better now than before.
