Back in the day, I bought a unit that does it (i.e. it has a VHS and DVRW in one unit). Not sure if they are still available but there are services that will do it for you. One that I know of is:

You can't convert a VHF tape to a DVR (Digital Video Recorder)..but you can convert them to a DVD (Digital Video Disk).

I transferred some VHS content to DVD's a few years ago by hooking up my VHS player (you can still get them) to a DVR directly. A 2hr. tape takes 2 hrs. to convert.

Convert to Hard Disk
 

Before you do anything look into converting everything onto a hard drive. I put all my tapes over the years in order by date before I handed them over. This is the safest and most current way to store everything, however you would have to make the DVDs on your own using Apple iMovie or pay extra to do both. Play it again video in Newton, MA did a great job. It wasn't cheap, but it's an investment in memories.

About 10 years ago I bought an ION VCR 2 PC and converted over 100 VHS-C tapes to digital files on my computer. The ION unit looks just like a VCR but has a USB port that you connect to your computer. You then play the tapes on the VCR and click record on the PC software. It took a few months to get through my entire tape collection but it worked great and was very easy. I titled and dated all the videos and then burned them to DVDs. A few years ago I bought a PLEX lifetime subscription and moved them all to PLEX so my entire family could access them through the internet. Yesterday we all watched some at my daughter's after Thanksgiving dinner using PLEX. Everyone got a real kick out of seeing our 25-30 year old family videos on a big screen.

I see that the ION VCR 2 PC is no longer being made but there are plenty of used ones on eBay for under $100. Like this one:

Elgato Video Capture device
 

Webmaster's suggestion of the ION VCR 2 PC would be cheaper, if you could find one, but I've been using a device called the Elgato Video capture for years (see Amazon link below), which does the same thing. Just connect this device between your VCR and computer, and play your to-be-converted video. It takes the same amount of time, but leaves you with a nice digital version of your taped version. It's also very simple to use. :)
