Mooring moved

Who would you call to have my mooring moved. I believe last fall during a high wind storm the block got dragged by my triton and I need to get it put back.

If the wind dragged it I would think that you could hook up and power it back with your boat.Barge is going to be pricey

Wouldn't it also be a question of effectiveness? I mean, isn't the mooring supposed to keep it from drifting?!
