Where is the parking for the Center Harbor Launch? Is there a fee to launch?

Depending on how big of a set up you have - you can park it behind the basketball courts right up behind the public beach. The fee is $10 and goes to the town.

Is that behind the fire station? It has beens everal years since I have launched out of there.

Nope - right behind the beach next to the ramp area. If you look over toward the beach from the ramp, just above it is the grass lot - next to the baskeball court - and you can park in there.
