his mooring cannot be at the property line(pretty sure set back is 20 feet of the line that would run out to water) nor can his boat swing out over that.

Fenders
I always put more fenders on the side opposite the dock to try and protect my boat. I also suggest pulling as far in as possible to avoid as many people going in and out as possible.

Rule
There is no rule that I am aware of that prohibits the removal of leaves from the lake. I use to do it but finally the leaves won.
