Default can he create his own major?

A state school must offer a wide variety of classes. Many institutions allow a student to create their own major from the various curricula avaiable at the school, though I do not know if Plymouth State does this.

A mixture of journalism, english, history, music (for a student interested in being the on-air talent) or math, science (physics?), engineering (for a student interested in being in the technical end), plus a stint at the student (radio station if there is one) would seem to be the ideal educational experience for someone eho is aspiring to be in TV broadcast..

I'd call the school and see if a broad multi-discipline educational experience would be possible.
