This WMUR account includes the word "apparently", which suggests that nobody
actually witnessed the activities of this "perp". For all we know, this could have been a "troubled youth", who was just getting his life together.
Offenses are mounting:
Charge 1) Theft of property under $1000. (Petit-Larceny).
Charge 2) Harrassment of Wildlife (the fish).
Charge 2) Kidnapping! (Perception is Reality)
Mitigating circumstances:
1) "Walking" into somebody's house through an open door isn't illegal.
(Not so sure about "ambling"—

Both the placement of the stuffed bear and food left out in the open could be viewed as "entrapment", heretofore
Unconstitutional.
3) Also, it's not illegal to drink from an aquarium.
