Law enforcement has the tools and the info that the stolen items did go through the pawn shop. As Skip said, this may be leading to further investigations, prolonging resolution, but there also needs to be some action by law enforcement to resolve this in a reasonable time which should be weeks not months or years.
If it was minors then the pawn shop is in violation :
