Strikes me that a NAME and a zip+4 should get a piece of mail delivered to its intended destination. Otherwise, WHY use these NUMBERS at all???

I used to work in 3rd Class mail printing and dropping for a large (very large!) off-set printing company... I can explain some of it - perhaps others can add to this...

Because if you miss a number in the ZIP code it will help the mail sorters to get the mail to you. And some times - not often - a ZIP code won't necessarily be town-specific. I've seen Alton addresses with a Wolfeboro ZIP because that's how the mail is delivered (and the houses were right on the Alton/Wolfeboro line).
