2'nd - I just have to comment on 1 thing the proponents mention that bothers me more than the SL concept itself. To paraphrase one of the points I think is being used to justify passage of the 45/25 SL ... whether or not there's proof that the lake is actually unsafe, even if it's just the
perception of a growing danger, their right to use the lake is effectively being taken away because of their fear... Have I understood this correctly ? That even if the fear is unfounded, the fear is enough, in and of itself, to restrict other peoples actions. Shouldn't the facts matter ? Shouldn't perception be based upon the facts ? I really am hoping I'm not reading it the way the author intended it
