There were three Portsmouth articles prior -- this year.

I was directed to this article "cold", since I seldom read Portsmouth news. (And "navigating" Foster's/Citizen pages is confusing, anyway).

Still, it would seem that boaters who have held mooring permits for 50-60 years shouldn't lose them forever over bureaucratic deadlines.

Why doesn't the State's entire mooring permit "business" charge five-years-paid-in-advance fees, instead of this penny-ante annual nonsense?

It's like driving to the Post Office to buy a 37¢ stamp.
