So you can put quite pipes on to comply, drive home and change them back over. Same with a boat. It is much better that the MP's and Police have the ability to test on the water or road. You are absolutely right. People will continue to find ways around the law, always have, always will. The burden though can be solely on the Police and MP's, they have other more important safety issues to address.
