Take Rines Road from Rt. 28. There will be a dirt road on the left and up a slight grade. Take the left and follow that dirt road to a parking area; a kiosk with trail maps is there. A gate blocks access to the road to the pond, but walking in is allowed. Not sure about rules re dogs...

Don't go so far down Rines Road that you come to a large cleared area on the left; if you see that, you went too far.
