One online news article said there may be as many as 20,000 swim rafts in New Hampshire. How many Marine Patrol officers need to be taken off safety patrols just to read and process all those applications. If they process one application every ten minutes that is 2 full time people working all year.

David Barrett says this is application and permit is necessary to get peoples names and addresses on the swim rafts in case they break free. If that's the problem why not just require the id's on the rafts. That would cost almost nothing and require no labor.

This is only about MONEY. If they charge the same as moorings next then its 20,000 x 25 = $500,000.00 half a million dollars a year for something the legislature has rejected TWICE.
