There are a lot of intelligent forum members.
I am not! So, here is a couple of questions.
If, and I say if the speed limit bill is passed, how does one determine his speed if there is no speedometer onboard?

Will a pontoon boat, 20-25', with a 90hp, reach 45mph @ full throttle?
