I guess it would depend on how deep the water is where you are casting but if your fishing from a dock there has to be 3-4 feet of water. I would put the bobber at least 3' from the hook.

As far as best time to fish, in my opinion early morning (sunrise or earlier) would be best simply because of no boat traffic or other things driving fish from the shallows. I don't think you are going to catch a salmon or lake trout that close to shore in that shallow water this time of year but you may pick up a rainbow, bass, white perch, yellow perch, etc, etc.

My advice is just have fun with it and see what happens!
