I'd suggest you get in touch with the NH DES Wetlands Bureau (their web site is at
http://www.des.state.nh.us/wetlands) and ask them if breakwaters are allowed in your particular area. Whether or not you can obtain a breakwater permit depends in large part on your location and exposure to large waves.
