When I was in college, I had to "reposition" my bike for the winter and it started to snow like yesterday morning. It didn't start to stick until about half-way into the 70 mile trip. Leaving out a lot of detals I decided to pull over and wait for the salt and sanders to get out. Twelve hours later the bike was in my father's garage. After that trip I never trusted the reports that forecast "dusting" and walked or hitch-hiked on those days.

This rider might have decided to wait a bit or maybe they just needed to get some heat in their guts by way of a meal and some coffee. On a bike you will feel the wind-chill very quickly even with a slicker and warm clothing.
