In the original photo the orange color of the talons suggests an Eagle although the talons can widely vary in color from light yellow to light orange. Ospreys have white talons so I think we can rule them out. Golden Eagles tend to be consistent in talon color which is yellow. Like APS said catch it and weigh it.
