This is a great idea! You omitted sailboats, though. They do things "unexpectedly".
While there should be practice sessions, the
real test should be pass/fail, and given once annually.
Question: How do you account for "tunnel vision"?
Answer: Adjust video test for applicant's boat-capabilities.
