They use to fill them with a scale not anymore since they made it mandatory a few years back all tanks have a OPD value installed on it or they're not suppose to fill it. The Uhaul on Rt3 in Tilton use to charge by the pound not sure if they still do it cost a lot more that way. I also think its like 10 years is the maximum you can have a tank all dates are stamped on the handle. Like you said most people have a backup so you do get stuck.
