The US Dept of Transportation and the NHSTA both provide grants and funding-for various Highway safety Projects and under the SAFETEA guidelines Primary seat-belt laws are required for the State to be eligible to for applying for the grants. The information can be found in the Federal register when the various grants a re published for application. It may be a reason for rejection of a grant application. Dont know if that is exactly what you guys are talking about but as someone who wrote grant applications for my agency albeit in Massachusetts I do know that Seatbelt Laws are a requirement for some funding sources.
