Lakeport takes their readings at 1' below the surface. It was pretty windy and rough yesterday, I can only think that the choppy water, below freezing wind chills and shallow depth of the thermometer are the reason for the weird reading? Although wind and other factors would always exist. I looked back in time and haven't seen any historic Lakeport water temps recorded below 34.
No doubt the water is plenty cold enough to freeze. Not sure about 28 degrees though. The wind broke up the ice around my dock and I have 33 degrees, but it's at about 2'.
Last year on this day the lake temp was 40 degrees!
