First clean the rubber and stainless wheels to remove the vinyl treatment. My guess is that glass cleaner or maybe Fantastic should work. Then spray the rubber wheel with what's known as "belt dressing" (as in fan belt dressing). Not sure if I've seen it in Wallyworld's auto section so you may have to try an auto parts store. The dressing was to cure old style belt squeaking due to minor slippage.
