What you were told is correct; there was a thread concerning this earlier this summer.
You may be too late to file for the April - June quarter, since according to the instructions on the new form that needed to be done by the last day of the following quarter (September 30).
But try anyway; maybe they'll be lenient!
As to why this changed, maybe it's because the state gets a chance to deny rebates of less than $10 four times per year rather than one?
