Bizer has the map printed in February when the lake is covered with white snow.
A more serious answer is that Bizer wants to meet the standards of the Nautical Chart Manual of the National Ocean Service. On NOS charts, deep water is shown with white while shallow water is shown with light blue. Anyone who reads ocean charts will have little trouble migrating to Bizer's chart of Winnipesaukee (and vice versa). When Mitt Romney was running for president, the U. S. Coast Guard came to Bizer for 20 charts. There was no learning curve.
