Tell your friend to buy the darn license, otherwise, if you guys get caught, all the fishing gear will be confiscated, (true), and your boat will be impounded, (don't know, but sounds nice and threatening to someone looking to avoid paying for a fishing license

PS: if you friend is under 16, he does not need a license to fish.
