When I worked at Lowes for a short time a few years back, the heat tape (wire) packages all said that the problem ice dams needed to be removed before installing the roof heat tape.

That being said, I'm sure a good installer will advise the Professor of the need to clear the ice dams first, and will make sure it is done prior to installation.
