Pictures speak 1000 words... what is to stop the local PD, or Fish and Game from going out on the ice every Monday... taking pictures gaining the ownership information from the Bob house and sending letters or fines to people who leave a mess around their Bob house. I believe enforcing something like this will take man power, but I don't believe it will be a nightmare...
Keep in mind by law every bob house is supposed to have the owners name and address attached.

So if someone leaves trash 10 feet from your yard it MUST be yours and you get a fine for it? A total nightmare waiting to happen in my opinion. I don't totally disagree with the concept of a fine but that won't work. Hey, just my .02 your mileage may vary...
