It seemed to me that they need a constant wind. I'm sure there are days that they could be used in the boards. Wish I was young enough to try it.
It is a way to beat the speed limit in Florida. After I docked there was a Marine Patrol officer dockside and I asked him about them. He said that they are under no controls and the only accident they have had with them was when someone tried an airborne trick and went head first into 1 foot of water. I did notice that they were in shallow water which is off limits to boats. If you go there in a boat we call it oyster fishing.
