Very good point, Scott....
OHRV's are one of the exceptions (always those darn exceptions) that are specifically regulated in another section of the Code. And you are right, an OHRV cannot be operated off of one's own property without proper registration and direct landowner permission (all interesting regulations for another thread).
Anyway, the information I poster previously assumes you are operating in a "self propelled" mode!
