No, a boat is not a motor vehicle by legal definition.

In the case of boating while intoxicated, a specific paragraph was appended to the existing motor vehicle code (RSA 265-A:2 II) to add the operation of a boat to existing code. In order for boats to be included in the law governing hands free devices, the legislature would have needed to add language specifying a boat was included. Since they did not, the RSA in question does not pertain to boats.
