Maybe the association requires "outside" contractors to kickback part of their fee to the association, or just doesn't want to make it worthwhile for "outside" contractors to do business on condo properties, unless the association does the hiring.
Just wondering why the contractor seemed to suggest it might be expensive..or something.  NB

Typically the unit owner owns to tbe outside of tbe inside wall. The association owns the rest in common. Every association is different, some clean outside windows, others do not.
