Towns should insist on aggressive terracing of lakefront slopes. Runoff delivers nutrients to the lake that greatly encourages vegetation—like milfoil and algae.
Loam is especially "generous" with delivering the essentials of nitrogen and phosphorus.
It is my personal belief that Lake Winnipesaukee's water-quality issues can be resolved through assertive runoff controls and vigorous lawn management. (Or no lawns at all).
