Ability-to-pay-rent verification takes many forms. I believe there are different means by different "landlords". The rental property I rent out in Concord is my decision, on who I rent to. Rental agencies have other requirements.
There is no legal requirement for income verification in non-governmental transactions. There could be lawsuits for discrimination, however!
Possibly, the target rental market would be more appropriate, than debating income verification.
