Almost 100% sure it is an estimated bill, based on last years energy consumption. Sometimes the utilities do not visit a number of properties in the winter due to access issues, etc. Look carefully at your bill and see if it shows actual meter readings or an estimate. They should have noted that fact. My bet is you will have a huge credit when they actually get around to reading the meter.
