There are no guarantees that any business will succeed in any location. The business, the employees, and the needs of the community will determine that. Eight out of ten new businesses fail within the first two years.
That spot is a very difficult location for a grocery store to compete. With BJ's, Market Basket, and WalMart all selling groceries in the immediate area it would seem ill advised for someone to open a fourth store selling groceries at that location.
The current renovation of the former Shaws location indicates that someone is investing a substantial amount of money to make alterations that will suit their needs. At some point it will be revealed what is going in there but it does not seem that the new tenant owes anyone an advance announcement of their plans.
