The pneumatic tube itself can be adjusted, which changes the door speed once it kicks in. The problem is that this is when the door is almost closed. So when you're trying to get in and out -- probably carrying a tray of something -- you're constantly battling with the door as it hits you awkwardly.

Some of the closer tubes have two adjustments, one for the swing speed and one for the latch or closing speed (last few inches). If in fact yours only has one adjustment, it sounds like where it is physically mounted on the door could be wrong and may need to be moved.
With the closer removed from the door but still attached to the jamb, close the door all the way. Now pull the closer out slightly so there is just enough tension to keep the door closed. Is it close to your current anchor holes?? If not you may need to move mounting location. If current holes are very close you may need to live with what you have or replace.
