As a member of Alton Parks & Rec commission, I can attest to the fact there was no one at the bandstand at 3PM on Feb 19th. At least no one who could "declare" a winner....

Of course, if ABCCC wants to claim victory in a race that had no other contestants, it could also be said that they came in last as no one finished behind them!
