Using a rented impact-driver, drill a few holes nearly through the "rock". Fill with water—seal with a cork. Next spring you should find smaller rocks to move.

If you're lakefront—especially on Winter Harbor—consider these boulders the start of a new breakwater. (And the start of another permit).
