Yeah, why not? Those docks are completely empty all night, overnight use would not displace any locals. You realize the town is expanding dock space that it offers for free to anyone now, right? Why would they do that if they didn't want any more people visiting the town?

There are already laws that prohibit the issues you described, but in my experience, those issues really aren't a problem.
