Yeah, I agree--I cant speak to the whole apparatus, but I have found boat registration in NH to be the easiest, least bureaucratic interaction with any gov't agency anywhere. I stumble in to the local marina, hand them a few dollars, and slap the stickers on my bow. It would actually be more time consuming to register by mail.
