I gladly paid the fine and avoid dangerous passage. He didn't bother me the rest of the night.

Whatever happen to the maritime 'safe harbor' law. Where everyone is allow a safe spot to dock during bad weather along the seas and Great Lakes? I know they honor this on Lake Champlains well?
Too many people do what you do and expect to get away with it.
