From what I hear, appealing your assessment to your local board of assessment is almost impossible since they set the value in the first place and the property tax pays for the entire town budget of which they are a team player. NH has no housing court so you have to sue in the local superior court and present comprehensive comparative sales of similar real estate prepared by a respected professional assessor.
For an interesting and successfull reassessment story that resulted in a much lower assessed value for a large commercial property in Ashland NH check out the saga of the wool mill vs. Town of Ashland from about one year ago which cut it from something like 3.5 mil to 1.2 mil. The story was that the wool mill could not compete with chinese made wool so they stopped making wool after many years, and sold their wool machines to China. The town refused to lower the assessed value of the factory building so the mill owner sued in superior court and hired an assessor and got a big reduction.
