I will be helping my son rebuild his deck next month so your picture is inspirational.
The ballasts are aluminum and they come with plastic connectors on top and bottom. I actually did a stair railing inside my house with them also. You can also buy the railings pre-made. The cost is a little higher but it saves a lot of time.
If I had to do it again I think I would buy the pre-made railings. The pressure treated lumber that I used was very wet and will shrink up and leave gaps.
That whole deck redo, materials only, cost me under $1000 because I only replaced some of the bad Mahogany deck boards. If I had done the deck over in Azek it would have cost at least $8000 for the materials. I would have had to replace all the decking and the deck is 12 x 24.
