Default Structural engineer

If the reason for the inspection is going to lead to an insurance issue, then definitely use a licensed structural engineer; if it is going to lead to a legal issue, then DEFINITELY use a licensed structural engineer. You might have success finding a license structural engineer by asking your local Town Code Enforcement Officer, or your personal insurance agent. There is a big difference between a really good carpenter and a licensed structural engineer (namely, the certification initials after the name).
