Reach out the Marine Patrol, to find out about an differences between a personal swim raft and one for an association... they can likely help or steer you in the right direction. As a personal property owner, I can put one out with out a permit, I just need to tag it as mine, and located where it doesn't cause an issue for neighbors or general navigation in the area...

As for insurance, as a personal property owner, it gets declared on my insurance I believe... so I would think that the Association would have to have coverage to protect the association for liability.
