Let me get this straight - eliminate a tax rebate with out increasing the taxes I pay. I suppose I should forfeit my federal tax refund when the feds withhold too much. Just think of all the federal programs that could be funded that way without increasing taxes.

Your idea may have merrit as a method to increase funding of the marine patrol by increasing the taxes paid by the segment of the population that benefits the most from MP services, but lets be honest - its not free money and it does place an additional tax burden on some.
